The low end assumes a dry slab. Asteri says its $34 scope excludes moisture repair, subfloor systems, bathrooms and suite work, and prices each as its own line (Asteri Construction). Senso Design says water and plumbing move a basement quote the most. If you have had water in the basement, read our basement waterproofing statistics before you budget the finish.

What does it cost to finish a basement by size?
A 1,000 square foot Toronto basement with a bedroom and a three-piece bathroom costs about $67,800 before HST, according to Desire Basements' quote sheet. The same space without a bathroom is $54,900. The price per square foot falls as the basement grows, because the permit, stairs, panel work and bathroom cost the same at any size.
| Floor area | With bathroom | Without bathroom | Per sq ft with bathroom |
|---|---|---|---|
| 600 sq ft | $56,000 | $43,300 | about $93 |
| 800 sq ft | $62,000 | $49,100 | about $77 |
| 1,000 sq ft | $67,800 | $54,900 | about $68 |
| 1,200 sq ft | $75,200 | $62,300 | about $63 |
| 1,500 sq ft | $83,700 | $70,900 | about $56 |
| 2,000 sq ft | $97,700 | $84,800 | about $49 |
Source: Desire Basements, Basement Renovation Cost Toronto 2026. Standard build: one bedroom (two from 1,200 sq ft), a three-piece bathroom, 13 oak stairs and three interior doors.
US prices run lower. HomeGuide puts a 1,000 square foot US basement at $30,000 to $40,000 as one open plan and $40,000 to $50,000 split into three rooms, in USD (HomeGuide). It says labour is 20% to 40% of the total, and that basement ceilings must be at least 7 feet tall.
What do bathrooms, walkouts and underpinning add?
A basement bathroom adds $15,000 to $25,000 on Senso Design's Toronto figures, and a walkout entrance adds $15,000 to $25,000, says Desire Basements. Low ceilings are the largest swing: full-perimeter underpinning costs $60,000 to $120,000, while a bench footing costs $300 to $500 per linear foot.
| Add-on | Typical cost | Source |
|---|---|---|
| Basement bathroom | $15,000 to $25,000 | Senso Design |
| Three-piece bathroom (quote sheet line) | $11,700 | Desire Basements |
| Bathroom, wet bar or kitchenette | $10,000 to $25,000+ | Asteri Construction |
| Soundproofed ceiling | from $4,000 | Desire Basements |
| Walkout basement entrance | $15,000 to $25,000 | Desire Basements |
| Bench footing | $300 to $500 per linear ft | Desire Basements |
| Full-perimeter underpinning | $60,000 to $120,000 | Desire Basements |
| Legal basement suite (purpose-built) | $75,000 to $110,000+ | Desire Basements |
Ceiling height decides whether underpinning is on the quote. Desire Basements says the 2024 Ontario Building Code allows a secondary suite in an existing house with a ceiling as low as 1.95 metres, or 1.85 metres under beams and ducts. A suite also needs a separate entrance, fire separation and an egress window, which is why it costs more than a family room.
- Egress window (US benchmark): $2,000 to $5,000 installed, and HomeGuide says basement bedrooms and living spaces must have one (HomeGuide, USD).
- Waterproofing (US benchmark): $6,000 to $18,000 to seal walls and add a pump and drain (HomeGuide, USD).
- Bathroom rough-in: Asteri says a builder-stubbed rough-in keeps a bathroom near the low end, while no rough-in means breaking and patching the slab.
What do basement permits cost in Toronto, Mississauga and Hamilton?
Toronto charges $6.20 per square metre to finish a basement in a house in 2026, with a $214.79 minimum, so a 1,000 square foot basement pays about $577. Mississauga charges $5.64 per square metre with a $244 minimum. Hamilton charges $4.06 per square metre with a $291 minimum fee.
| City | Basement finishing rate | Minimum fee | About 1,000 sq ft (93 m2) | Adding a unit |
|---|---|---|---|---|
| Toronto | $6.20 per m2 | $214.79 | about $577 | plus $56.33 per new unit |
| Mississauga | $5.64 per m2 | $244 | about $524 | $11.33 per m2 plus the minimum |
| Hamilton | $4.06 per m2 | $291 | about $377 | $515 flat fee |

Skipping the permit costs more. Toronto adds 50% of the permit fee, or $214.79 if greater, when construction starts before a permit is issued (City of Toronto). Mississauga charges $244 each for a basement walkout permit (City of Mississauga). Underpinning in Toronto adds $12.37 per linear metre to the permit.
How long does a basement finish take, and how do you hire for one?
A basic Toronto basement finish takes 4 to 6 weeks on site, a finish with a bathroom 6 to 8 weeks and a legal apartment 10 to 14 weeks, says Senso Design. Permit review adds 6 to 12 weeks before work starts. Hire a contractor who pulls the permit, carries WSIB and liability cover and puts the price in writing.
- Contract: Ontario says any home renovation contract worth more than $50 must be in writing, and recommends a down payment of no more than 10% (Government of Ontario).
- Estimates: If an estimate is in the contract, the final price cannot be more than 10% over it unless you agree to new work or a new price.
- Scope: Ask every bidder whether moisture work, a subfloor, permits and inspections sit inside the number. Asteri says a quote that hides those lines is not a lower price.
